Two points matter specifically for a Romanian business owner:
First: TikTok Shop is NOT officially live in Romania as of April 2026. In-app direct sales are not possible. TikTok ads send the user to an external site, adding a step and reducing conversion. Instagram Shopping exists but is limited to Meta Commerce catalogs with no in-app checkout.
Second: published CPC/CPM/ROAS numbers are regional (CEE or emerging markets). There are no public studies with Romania-specific per-industry data. A business owner testing a new vertical has to build a proprietary baseline in the first 30-60 days.
Practical verdict: for direct sales and measurable return in Romania 2026, Meta Ads stays more mature. For brand-building and young-audience reach, TikTok is unbeatable on cost per impression.
